SAR & GMDSS shore-based facilities - commitments and responsibilities of Contracting Governments to the IMO SOLAS Convention. PROJECT: DEVELOPMENT OF THE CONTINENTAL COMPONENT FOR THE GLOBAL SAR AND GMDSS SERVICES. After twenty five years, since the Global Maritime Distress and Safety System (GMDSS) had been launched by the International Maritime Organization (IMO), the African continent is still in need of upgrading shore based communication and search and rescue facilities - the most essential components of SAR & GMDSS services under the international Convention for Safety of Life at Sea (SOLAS). The Florence Conference on Maritime Search and Rescue and GMDSS in 2000 recommended that five regional and a number of sub regional Rescue Coordination Centres (RCCs) be established for African coastal states in order to provided efficient services from African countries bordering the Atlantic and Indian Oceans. |
